RESOLUTION
OF THE
SAN FERNANDO VALLEY REPUBLICAN CLUB
RESOLUTION ENCOURAGING THE USE OF THE BASIC PILOT PROGRAM OF THE DEPARTMENT OF HOMELAND SECURITY BY GOVERNMENTAL BODIES AND COMMENDING THE WEST COVINA UNIFIED SCHOOL DISTRICT FOR BEING THE FIRST TO IMPLEMENT THE PROGRAM
WHEREAS, The Department of Homeland Security's (DHS) U.S. Citizenship and Immigration Services Bureau (USCIS) and the Social Security Administration (SSA) are jointly conducting the Basic Pilot Program, which is readily accessible for the use of all employers in the United States and involves verification checks of the SSA and DHS databases, using an automated system to verify the employment authorization of all hired employees, and
WHEREAS, the use of fraudulent identification and especially the use of fraudulent Social Security numbers by employees who are not authorized to be hired has become wide-spread in the United States, and
WHEREAS, it is illegal for employees to use fraudulent identification for purposes of employment, and
WHEREAS, the United States is a Constitutional Republic in which one of the most significant features of its Constitution is the establishment of the Rule of Law, and
WHEREAS, State and Local governmental bodies should be foremost in setting an example by enforcing the law, and
WHEREAS, the West Covina Unified School District, through a resolution introduced by board member Mike Spence, and passed unanimously by the entire board, has resolved to use the Basic Pilot Program for screening employees, and has therefore become the first governmental body in the United States to adopt the use of the Basic Pilot Program, and
WHEREAS, it is desirable that other governmental bodies follow the example of the West Covina Unified School District and adopt the use of the Basic Pilot Program, and
WHEREAS, State Department Watch, through its Los Angeles Office, has begun a program to encourage governmental bodies to adopt the use of the Basic Pilot Program, has visited several governmental bodies to propose that they use the Basic Pilot Program and maintains on its web site, www.statedepartmentwatch.org a chart of local governmental bodies to whom the proposal to use the Basic Pilot Program has been presented,
NOW, THEREFORE, BE IT RESOLVED that the San Fernando Valley Republican Club commends and congratulates the West Covina Unified School District for being the first governmental body in the United States to adopt the use of the Basic Pilot Program.
BE IT FURTHER RESOLVED that the San Fernando Valley Republican Club urges all governmental bodies at the local, state, and national levels to adopt the use of the Basic Pilot Program for screening their employees.
BE IT FURTHER RESOLVED that the San Fernando Valley Republican Club will provide assistance to State Department Watch in its efforts to contact governmental bodies in Los Angeles County and encourage them to adopt the Basic Pilot Program.
